Lightbulb Newton's apple

I was moving a bookcase for Mrs Pixie and this system literally fell and hit me on the head. Not quite a Newtonian moment* but here goes anyway. I have no recollection of where this system came from, or ever having used it. It was in my handwriting so I most probably pilfered it from somewhere. Somebody might like to give it a test.

Newton's Apple
===

1) Eliminate all non-handicap, 2YO and jumps races
2) After scratchings rank the remaining runners into top 5 by win strike rate and average prize money.
3) Eliminate any runner carrying more than WFA after allowances.
4) Starting with the highest ranked average prize money runner, eliminate any runner that;
a) is not in the top 5 runners ranked by win strike rate
b) is carrying the minimum before allowances
c) has had less than two races starts from a let-up
d) has not placed in either of it's last two starts
e) had it's last start more than 21 days before the date of the upcoming race
f) has had less than 5 race starts
g) is switching distance by more than 200 metres +/- from it's last race start
h) has not won a race within 200 metres of the distance of the upcoming race

Most of the rules make sense to me, but I've no idea as to how you'll travel with it.

Have a safe Easter

*An apple actually never did hit Newton on the head. Well at least not one that caused him to discover the secrets of gravitation.
