One reason for inconsistent results

I've tested many systems and as soon as I introduce + / - kg's there's a fairly decent discrepancy between NSW and Vic results. I know this because the only time there's a decent sized discrepancy is when I use + / - kg's as a filter. Just thought I'd share it.
